Ripped off by starwood/amex - who to contact?

Here's our story:

I found an advertisement a few months back for an SPG Amex card with the 25k points after 5k spend. Neither my wife nor I have ever had an SPG Amex before. It was an open offer, not targeted, open to all. So I signed up for a card. I told my wife about it and told her to apply. She went to the same offer on the internet and signed up for it, half an hour after I did.

We both spend the $5k within 3 months (less than the 5 or 6 or whatever you get) and a couple days later, my points post (full 25k) but hers didn't. So she calls and they tell her she didn't sign up for the offer. We explain every which way that we both signed up for the same open offer found on american expresses website, half an hour apart, but they continue to call us liars, and even after we fax in (twice!) the offer (she had a screengrab) they denied her points twice. We have talked to everyone we can on the phone and no one seems to give a ****, they instead insist on calling us liars and refuse to honor the offer.

So I searched old threads, but I cannot find any contact information for anyone that seems to care. All the contact info I find is for people that have moved on from the companies, etc. Does anyone have any number that she could call where someone might care?

Thanks in advance.
