Why does EY charge fuel surcharges from Canada, but not US?

The YQ is $270, for flights to or from Canada. Unfortunately I can't test it with a Canadian airline, as none fly direct from Canada to the UAE, however, Emirates does not have a YQ in their fare to/from Canada. This is a pretty steep surcharge, amplified by the fact they don't charge it on flights where the first departure city is in the US--however, if one were to pick a connecting flight that goes through Chicago, for example, they still charge the full $270 fuel surcharge, despite the only difference being flying on a regional jet to Chicago for two hours. Seems like a very bizarre pricing system.

I checked this on Sep 11/18 for Etihad from YYZ/ORD to AUH, and Sep 10/17 for EK from YYZ/ORD to DXB. Taxes to/from Canada or the US were both about $80, but the fuel surcharge for Canadian flights was the killer, $270 one way, or $540 round trip. I called EY Customer Service and asked about, and the rep told me it was required to be charged by Canada, which I'm 99% sure he was just making up.
