Removing first segment of award ticket: do remaining segments go back to inventory?

The wife and I are making plans in May 2015 to visit Istanbul and DXB. With all the recent turmoil in the Syria region, I'm a little concerned about potential security issues in Istanbul by the time May rolls around. So ideally, I'd like to hedge my bets a bit.

Plan A is to visit IST and use KF miles to fly from IST to DXB on TK. Plan B would be to visit BUD instead of IST. I see there is availability on a TK flight from BUD to IST that would connect to my desired flight onward to DXB.

I'm hoping that if I book the BUD-IST-DXB itinerary, I would be able to drop the BUD-IST segment say a week before departure (assuming nothing terrible is brewing in IST), and keep the IST-DXB segment without risk of losing the award space, and only paying the $20 change fee. (Perhaps in addition to some additional miles... the KF award chart is weird in that intra-ME costs more than Europe to ME.)

Anyone have experience with this? Main questions are:

1) Does dropping a segment require the ticket to be fully redeposited?
2) Will the award space go back in inventory (perhaps never to return)?
3) Any other costs besides the $20 per ticket and increased mileage that I haven't considered?
