What's the deal with tri-state drivers?

So I suspect this question will spark some controversy, as some people can't help but get defensive when their home region comes under attack. (Anyone see the thread in which a foreign visitor asked whether to visit Chicago or Boston?) And, yes, I grew up driving in the Boston area, and there are no shortage of complaints that one can make about Boston drivers. (That said, I can out-drive any NYC cab driver any day!)

But what is it about tri-state drivers that causes so many of them to get on the highway, immediately move over to the left lane, and just stay there for their entire drive, irrespective of their speed relative to other drivers. Sure, this is a problem among American drivers everywhere; I've driven all over the world and have noticed that Americans are the worst about using the left lane only to pass slower moving traffic, but the problem is noticeably worse with New Jersey, Connecticut and New York drivers (and I put the states in that order because that's the order, from most bad to least bad, that I experience them). Why is this? Are people in this area not taught this very basic tenet of driving etiquette?
