Just off phone w/international agent who states their new system cannot look to see which flights (international in this case, JFK-LHR) can be viewed to secure available upgrades with Miles+Cash. Have used this in the past on bookings with agents, and sometimes able to immediately book on found routes, and put on upgrade list on others. They state now you must book and pay for flight FIRST, then just put your name on a list and hope for the best. I don't like that new system at all...
