Arbitraging price difference when initially purchased fare is fully-refundable

Our upcoming trip is 85%+ likely to happen, but there are some issues that would put the kibosh on our plans. Accordingly, we purchased fully-refundable fares.

There are two reasons for which I might cancel and rebook. 1) is when we are completely sure of our plans and thus no longer have a need for fully-refundable fare; and 2) is when the price drops quite a bit for refundable fare (say $250/person).

This got me thinking about both the mechanics of booking the second fare (due to either reason mentioned above) and also whether I might inadvertently get ourselves landed on an internal list.

Could someone more knowledgeable comment on this? I have seen previous threads re: people serially cancelling tickets within the 24-hr period on fare that is not fully-refundable, and I know such practices are frowned upon. Just wondering if the same applies to fully-refundable fare.
