Delta Stays MQD and pay at hotel

I see Delta is advertising MQD for Delta Stays car and hotel bookings.

Is that good on both hotel bookings that are prepaid and one’s that are pay at hotel?

I ask, as when I try to make a booking that is pay at hotel; it mentions that those aren’t eligible for Delta Stays credits, only prepaid bookings are. But I believe that is about the credit on platinum and higher, not MQD’s right
