Could someone explain coupon splitting?

Weird one just now. I have a multi-city reservation which includes SFO-MCO, connecting via DEN for a bunch of reasons. I got the “Meal Preorder” notification as expected but when I tried to view the menus on the app I got a “Something went wrong” error popup each time. I can select a meals for another passenger on the same flights (different reservation) without any problem so it’s not a generic preorders down problem.

Fast forward through a long call with GS who initially said they couldn’t figure it out I was able to get preorders to come up. The agent said she had to split the coupon on SFO-MCO to make it work. Could someone explain what was happening here?
