PE seats open but not bookable?

I'm trying to book 2 PE seats on AA235 (FCO-JFK) the weekend of June 7. I see lots of open PE seats on the AA app and expertflyer for every day from June 4-8, but none appear available for miles or cash. I have a strong preference for PE because my partner has vertigo and does much better in the front of the plane and business class is beyond our budget. The alternative is main cabin with paid seats toward the front, but those are scarce, pricey, and non-refundable. I'd appreciate any suggestions. (He has gold status and I don't, if that makes a difference.)
